THE BACKGROUND:
Today, recycling paint in Colorado is as easy as buying it, all because of the Architectural Paint Stewardship program adopted in 2014. Under the program, consumers pay a small fee when purchasing paint to cover the costs of recycling or properly disposing of unused paint.
Thanks to the nonprofit PaintCare, which operates nationwide and now operates Colorado’s program, Colorado now has 157 new drop-off sites, mostly paint retail stores and hardware stores, where people can return old or unused latex, oil-based, and water-based paints free of charge. This is helpful for communities that would otherwise have to pay tens of thousands of dollars to arrange special collections.
Yet lawmakers have introduced a bill, SB 45, which would scrap Colorado’s entire Paint Stewardship Program, making it harder for residents to recycle paint and creating a financial burden for many communities.
