Please vote yes on HB22-1159—The Circular Economy Development Center. Colorado’s recycling rate is stuck at a low 15%, well below the national average of 32%. One of the barriers to improving recycling in Colorado is our lack of recycling “end markets”—businesses that use our recycled materials like paper, metal, and plastic. In our state, we bury over 5.8 million tons of recyclable materials annually that could have been sold for over $100 million to be made into new products. HB22-1159 would create a Circular Economy Development Center with the primary goal of attracting and supporting recycling end-market businesses. The Center would conduct a statewide gap analysis to determine which materials are available for feedstock and which types of businesses would be successful in Colorado. It would utilize different funding sources and tools to attract and support end-market businesses. These types of centers have been successful in other states, like South Carolina, which have higher recycling rates than Colorado. HB22-1159 will also help address the supply chain issues that have greatly impacted Colorado businesses and raised prices for Colorado families. The bill will: — Help create a more circular economy within the state, where more Colorado businesses would make new products from locally recycled materials and return those materials back into our state’s economy — Reduce the amount of valuable resources ending up in landfills — Provide a robust source for essential materials for manufacturing, including paper, glass, metal, and plastics — Create local jobs, and — Reduce transportation emissions and costs—especially important in a time of increasing global gas prices that could continue for months or longer.
